Level 1: 100% State Contribution (employee pays nothing): $363.77 biweekly

Level 4: 85% State Contribution (employee pays 15%): $309.20 biweekly. **The level of the actual value of state paid Health Insurance will be based on the employee’s wage rate and status with regard to the health credit premium program as of July 1, 2010
Job Description: The Bureau of Resource Management is recruiting for a Director of its Public Health Division located at the West Boothbay Harbor laboratory. This position oversees the implementation of the National Shellfish Sanitation Program (NSSP) for the State of Maine, including the growing area classification program, the marine biotoxin monitoring project, and the shellfish dealer certification project. It also oversees the work of a volunteer coordinator, participates in interagency and interstate initiatives relating to seafood safety, and writes policy, regulation and statute for consideration by the commissioner.
The Public Health Division exists to make recommendations to the Commissioner regarding the public health ramifications associated with the consumption of molluscan shellfish. Many of the program elements are focused on Shellfish Sanitation and this Division acts as the State Shellfish Control Agency under the NSSP. Public health issues related to other marine species are also evaluated by this division. This position develops and implements Department policy relevant to Public Health issues with marine resources. A primary role focuses on implementation of the NSSP, for which compliance is mandatory for the State of Maine to participate in Interstate commerce of shellfish. The position participates at high levels in the development and implementation of the Interstate Shellfish Sanitation Conference by acting as committee chair, task force member, voting delegate for the State of Maine, consultant to the Executive Director and member of the Northeast Shellfish Sanitation Association, and acts as lead contact with the US Food and Drug Administration on public health issues relative to shellfish sanitation and food handling practices relevant to marine resources. The position oversees the Public Health Division which includes 24 full-time staff, four seasonal full-time positions, and summer interns.
Candidates must possess strong understanding of public health and environmental science; demonstrated experience with managing multiple tasks; ability to evaluate long and short-term planning needs, policies, and programs; experience answering questions and explaining interpretations of regulations and statutes to the public; and excellent written and oral communication skills.
Minimum Qualifications: A ten (10) year combination of education, training, and/or professional experience related to public health and/or marine resources to include at least four (4) years experience in program management. Masters Degree preferred.

Duties include:
· Leading shoreline surveys to identify and evaluate pollution sources to determine if those sources may expose the public to shellfish-borne illnesses.
· Analyzing water quality data and shoreline survey information and developing sanitary survey reports.
· Assisting with the management of conditionally approved growing areas when needed and assuring that commercial harvesters are notified about closures in a timely manner.
· Assisting with the management of emergency closures of growing areas due to pollution events from floods, extreme rain events, and spills.
· Leading the relay program, which reviews and processes applications to allow the natural purification of contaminated shellfish.
Qualifications include, but are not limited to:
· Four (4) or more years (full-time equivalency) professional experience in public health or environmental health, including two (2) or more years (full-time equivalency) of field experience evaluating nonpoint water pollution sources and one year (1) evaluating or designing on-site sewage systems.
